Migrationsverket meddelar en viktig regel som gäller från den 12 juli 2026: vissa personer med tidsbegränsat uppehållstillstånd kan nu ansöka om svenskt medborgarskap utan att ha permanent uppehållstillstånd (PUT).


Varför denna regel? Tidigare krävdes PUT för att bli svensk medborgare. Men sedan den 12 juli beviljas PUT som huvudregel inte längre – en del av regeringens strängare migrationspolitik. Utan undantag hade många som bott länge och lagligt i Sverige riskerat att "fastna" och aldrig kunna söka medborgarskap.


De 5 grupperna som undantas:

  1. Personer med status som varaktigt bosatt i Sverige

  2. Flyktingar, alternativt skyddsbehövande eller subsidiärt skyddsbehövande

  3. Personer med tillstånd på grund av synnerligen ömmande omständigheter

  4. Personer med tillstånd på grund av bestående verkställighetshinder

  5. Anhöriga till en person med tillstånd av något av ovanstående skäl


Men det finns villkor: Man måste ha "välgrundade utsikter" att få ett varaktigt uppehållstillstånd i framtiden – Migrationsverket bedömer varje fall individuellt. Undantag: Den som bott i Sverige i minst 10 år och uppfyller övriga krav slipper visa detta. Man måste också ha ett giltigt uppehållstillstånd vid ansökningstillfället – man kan inte söka medan man väntar på förlängning. Övriga vanliga krav (identitet, hemvist, försörjningskrav) gäller som vanligt.

Vem berörs inte? Den som redan har PUT sedan innan den 12 juli påverkas inte alls.

Sweden Announces 5 Groups Exempted from the Permanent Residence Requirement When Applying for Citizenship

Sweden's Migration Agency (Migrationsverket) has announced an important rule, effective from 12 July 2026: certain people holding a time-limited residence permit can now apply for Swedish citizenship without holding a permanent residence permit (PUT), as was previously required.


Why this rule exists: Previously, holding PUT was a mandatory requirement to become a Swedish citizen. But as of 12 July, PUT is, as a general rule, no longer granted — part of the Tidö coalition government's broader push to tighten migration policy. Without an exemption, many people who had lived in Sweden legally for years would have found themselves permanently unable to apply for citizenship, simply because the path to obtaining PUT no longer existed.


The 5 exempted groups — people holding one of the following time-limited residence permits can now apply for citizenship without PUT:

  1. Long-term resident status in Sweden

  2. Refugee status, alternative protection status, or subsidiary protection status

  3. A permit granted due to exceptionally distressing circumstances

  4. A permit granted due to persistent, long-standing obstacles preventing enforcement of expulsion

  5. A permit granted due to family ties with a person holding a permit under any of the four categories above


Conditions still apply — this is not an unconditional exemption:

  • Well-founded prospects: Applicants must be assessed as having "well-founded prospects" of being granted a long-term residence permit in the future. Migrationsverket makes this assessment individually for each case.

  • Exception for long-term residents: If an applicant has had their habitual residence (hemvist) in Sweden continuously for at least 10 years and meets all other citizenship requirements, this "well-founded prospects" requirement no longer applies.

  • Valid permit required: Applicants must hold a currently valid residence permit at the time of applying for citizenship. You cannot apply for citizenship while awaiting a decision on a permit renewal.

  • Standard requirements still apply: This includes proof of identity, habitual residence in Sweden, and meeting the income/self-sufficiency requirement (försörjningskrav), exactly as in the ordinary naturalisation process.


Who is NOT affected: Migrationsverket confirms that anyone who already held PUT before 12 July 2026 is completely unaffected by these new rules — their rights and application process remain exactly as before.
