Migrationsverket varnade: anmäl dig inte om du saknar svenskbetyg

Migrationsverket har skickat brev till personer som blivit inbjudna att skriva det nya medborgarskapsprovet. I brevet står att man inte ska anmäla sig om man ännu inte kan visa sina kunskaper i svenska eller om det svenska samhället.

Man skulle bara anmäla sig om man redan hade godkänt betyg från SFI, svenska som andraspråk från gymnasiet, eller ett godkänt Tisus-resultat. Man behövde också skicka in bevis på sina kunskaper till Migrationsverket.

The Local var i kontakt med sex personer som fått inbjudan. Ingen av dem kunde visa sina svenskkunskaper. Fyra valde att inte anmäla sig, medan två anmälde sig ändå – utan problem i systemet.

Provet hölls den 15 augusti 2026 på Stockholmsmässan i Älvsjö, med cirka 1 000 deltagare som redan fått sina platser bekräftade. Migrationsverket har ännu inte svarat tydligt på om avsaknad av svenskbetyg gör en person direkt ineligible, eller om det bara är ett råd.

Migration Agency: "Don't Apply for the Civics Test Without Proof of Swedish Skills"

The Swedish Migration Agency (Migrationsverket) has been instructing people invited to take the new civics test for citizenship not to apply if they cannot already demonstrate sufficient knowledge of Swedish — a message that has led many recipients to decide against registering.


What the letter says: In a letter seen by The Local, Migrationsverket instructs recipients to apply for the test only if they can already prove they have sufficient Swedish language knowledge. The letter states bluntly: "If you cannot demonstrate knowledge in either Swedish or in Swedish society, DO NOT apply for the citizenship test."

Applicants should only register if they can demonstrate their Swedish language knowledge through one of the following:

  • Successful completion of the Swedish for Immigrants course (SFI)

  • A pass in Swedish as a Second Language in a leaving exam or at upper-secondary level

  • A pass on the Tisus test

Alongside applying via the official registration link, the letter instructs applicants to also send proof of their Swedish knowledge to Migrationsverket. Interestingly, in the rare case where an invited applicant can already demonstrate both Swedish language and civics knowledge, they are also advised not to apply for the test at all — since they wouldn't need it.


Confusion among applicants: The Local was in contact with six people who received the invitation letter. None of them were already able to demonstrate their Swedish knowledge. Four decided not to register for the test as a result of the letter's instructions, while two chose to defy the guidance and registered anyway — with their registration reportedly going through the system without any technical block or error.

The Local has contacted Migrationsverket to clarify whether lacking sufficient proof of Swedish actually makes a person ineligible for the test, or whether the letter is simply advisory guidance to avoid wasting a test slot — a question that, as of the article's publication, remained unanswered.


Update — what happened on test day: The first civics test for citizenship went ahead as planned on 15 August 2026 at the Stockholmsmässan conference centre in Älvsjö, south of Stockholm. Approximately 1,000 candidates, who had already received their confirmed test slots, took the exam. Migrationsverket has since noted that citizenship statistics should be interpreted with caution while awaiting the test results, and that in the meantime it is prioritizing decisions on applications being rejected. A date for the next test sitting has not yet been announced.
