Vem berörs av att Sverige tar bort permanent uppehållstillstånd (PUT)?

Från den 12 juli 2026 gäller nya regler: permanent uppehållstillstånd (PUT) beviljas som huvudregel inte längre. Men det gäller inte alla – bara vissa grupper.


Vilka berörs? De som får ett tidsbegränsat tillstånd (5 år) istället för PUT är:

  • Flyktingar, alternativt skyddsbehövande och kvotflyktingar

  • Anhöriga till dessa personer

  • Personer med tillstånd på grund av synnerligen ömmande omständigheter, eller verkställighetshinder

  • Personer med status som varaktigt bosatt (long-term resident enligt EU-regler)


Vilka berörs INTE? Arbetskraftsinvandrare och vanlig anhöriginvandring (som inte gäller flyktingar) kan fortfarande få PUT som vanligt. Doktorander, forskare och EU-blåkortsinnehavare får till och med lättare att få PUT från 11 juni 2026, efter 3 års sammanhängande tillstånd.

Den som redan har PUT innan 12 juli 2026 påverkas inte – man behåller sitt tillstånd som vanligt.


Medborgarskap utan PUT? PUT krävs normalt för medborgarskap. Men den nya lagen gör undantag för de berörda grupperna: de kan ansöka om medborgarskap utan PUT om de har goda utsikter att få varaktigt tillstånd, eller har bott i Sverige i minst 10 år.

Q: Did Sweden abolish permanent residence permits (PUT) for ALL residence categories starting 12 July 2026?

A: No. This is a common misunderstanding spreading in online groups. The law change that took effect on 12 July 2026 applies only to specific groups — it did not eliminate PUT across Sweden's entire immigration system.


Q: So specifically, who no longer receives a permanent residence permit?

A: As of 12 July 2026, the following groups receive a time-limited, 5-year residence permit instead of PUT:

  • Refugees, people with subsidiary protection status, and quota refugees (resettled refugees)

  • Family members joining someone in one of the above categories

  • People granted a permit due to exceptionally distressing circumstances, or due to obstacles preventing deportation

  • People granted long-term resident status (under EU Directive 2003/109/EC) — this is the specific group covered in an earlier article.


Q: What about work permit holders and regular family reunification (unrelated to asylum)? Are they affected?

A: No, they are not affected. Labour migrants and standard family reunification applicants (not connected to asylum or protection status) still apply for PUT through the normal process, exactly as before. Some categories have actually seen rules relaxed: as of 11 June 2026, PhD students, researchers, and EU Blue Card holders find it easier to qualify for PUT after 3 continuous years on their permit.


Q: What about people who already had PUT before 12 July 2026? Will it be revoked?

A: No, they are not affected. Anyone who already held PUT before the law took effect keeps their existing rights unchanged.


Q: Can you apply for Swedish citizenship without PUT?

A: In principle, PUT remains a requirement for citizenship. However, the new law includes a specific exemption for the affected groups (including those with long-term resident status): they are exempted from the PUT requirement if they can demonstrate a stable prospect of maintaining their residence status, or if they have lived continuously in Sweden for 10 years or more.


Bottom line: The earlier viral claim is only accurate within a narrow scope — it applies specifically to people with long-term resident status, one of several groups covered under Sweden's broader "utmönstring av permanent uppehållstillstånd" (phasing out of permanent residence permits) reform. This is not a blanket policy affecting every foreign resident category in Sweden.
