De kan dömas för att ha tillåtit olovlig körning, få böter upp till 7 000 kronor – och till och med förlora sitt eget körkort. Transportstyrelsen säger att utvecklingen är allvarlig och att fler åtgärder behövs.

Sweden's electric scooter (elsparkcykel) accident rate has hit alarming levels. New figures from the Swedish Transport Agency (Transportstyrelsen) show that 7 people died and 6,624 were injured in electric scooter accidents in 2025 — a 38% increase compared to the previous year. Electric scooters are now the single biggest factor behind the overall rise in injured unprotected road users in Sweden, with young people and men most affected.
A knowledge gap behind the surge: Transportstyrelsen says much of the increase stems from riders simply not knowing the rules. "The sharp rise sends a clear signal that further action is needed immediately," said Katarina Norén, head of unit at the agency.
Illegal scooters can cost you your driver's license: Under Swedish law, an electric scooter only counts legally as a "bicycle" if it tops out at 20 km/h and has a continuous motor output of no more than 250 watts. Many imported or modified scooters reach 30–60 km/h, which legally reclassifies them as mopeds or motor vehicles. Riding one of these without the proper license (such as AM/A1) can lead to a charge of olovlig körning (unauthorized driving) — a criminal offense that stays on a person's record for five years and can affect job applications, residence permit renewals, and future driving license applications. Transportstyrelsen can also suspend or revoke an offender's existing car driving license as a result.
A warning for parents: Many parents buy high-powered scooters (capable of 40–60 km/h) for children under 15. If a parent knowingly allows this, they can be charged with tillåtande av olovlig körning (permitting unauthorized driving), face fines of up to 7,000 SEK, and — critically — have their own car driving license revoked, even if they weren't the one riding the scooter.
