Regeringen vill ändra reglerna för CSN

Regeringen har, tillsammans med Sverigedemokraterna, tillsatt en utredning om studiemedelssystemet. Det är första gången på 25 år som systemet ses över på djupet.

Tre saker ska utredas:

  1. Fribeloppet – hur mycket man får tjäna på extrajobb utan att förlora studiemedel. Regeringen vill att sommarjobb inte ska påverka fribeloppet. "Flitiga studenter ska inte missgynnas", säger högskole- och forskningsminister Lotta Edholm (L).

  2. Hur länge man kan få studiemedel – idag är gränsen 6 år. Det räcker precis till läkarutbildningen, så den som läst något annat innan får inte studiemedel hela vägen.

  3. Deltidssjukskrivning – reglerna ska bli enklare för studenter som blir sjuka och behöver plugga mindre ett tag.

Utredningen ska vara klar senast den 29 oktober 2027. Först därefter kan förslagen gå ut på remiss – eventuella nya regler ligger alltså flera år bort.

Swedish Government Proposes Reform of the CSN Student Aid System

The Swedish government, together with the Sweden Democrats (SD), has launched a state inquiry into reforming the country's student financial aid system (CSN) — the first in-depth review in 25 years. The goal is to remove current barriers so students can more easily combine studying with part-time work, pursue longer degree programs, and take medical leave when needed without losing their financial support.


1. Raising the income cap on part-time work (fribeloppet): Under current rules, students' income from part-time jobs is capped by a threshold known as fribeloppet. Earn above this cap, and CSN grants and loans get reduced accordingly. Minister for Upper Secondary and Higher Education and Research Lotta Edholm (L) said at the press conference that hardworking students who take summer jobs to gain real-world experience shouldn't be penalized for it. The starting point, she said, is that money earned during the summer months shouldn't count toward the cap at all — though the appointed investigator has broad freedom to propose whatever solution they find reasonable.


2. Extending the maximum period for receiving student aid: The CSN system currently caps support at 6 years (12 semesters) of full-time study. The problem: this ceiling is exactly the length of some long degree programs, such as medicine. That means a student who studied something else before being admitted to medical school runs out of funding partway through their medical degree. The government argues that financial constraints shouldn't stand in the way of training more highly skilled professionals such as doctors, and the inquiry will examine ways to ease or raise this 6-year limit for such cases.


3. More flexible rules for partial sick leave (deltidssjukskrivning): The rules that currently allow students to reduce their study load for health reasons while keeping their CSN support are extremely strict and apply only to a narrow group. The inquiry will review these conditions to make partial sick leave more accessible and reasonable for students facing health difficulties.


Timeline: The inquiry, led by Minister Lotta Edholm, must submit its findings no later than 29 October 2027. Only after that can the proposals go out for formal consultation (remiss) — meaning any actual rule changes are still several years away. In the meantime, the current CSN rules remain unchanged, and students should continue to check CSN's official website for up-to-date information.
